Biography

Eman Al Dabbas is a major player in the special Projects team at IBLAW holding extensive experience in broad spectrum of projects in public policy, regulatory reform and legislative drafting. Mrs. Al Dabbas has longstanding experience in different topics of this area of law such as international and multilateral trade agreements, public sector reform and restructuring, governance and the rule of law, economic and judicial reform, privatization, finance and regulation of public utilities, private sector participation, investment regimes and special economic zones regulations and sector strategies including information technology, telecommunication, tobacco, tourism, capital markets and finance. She has led and delivered strategy and technical assistance, capacity-building, mentoring, study tours, and implementation support for rule-of-law and justice-sector initiatives. Mrs. Al Dabbas has also contributed to consultations with the Ministry of Information and Communications Technology in Jordan on draft Data Protection and Cybersecurity legislation. Mrs. Al Dabbas has distinct expertise in public private partnership projects in several sectors including water & wastewater, energy/oil & gas and transportation, in which she was heavily involved in legal advisory services for both government, and private sector bidders in diverse projects and transactions ranging from sale of government shares in a government fully owned companies to more complex concessions, Build-Operate-Transfer (BOT) and Build-Own-Operate (BOO) arrangements. Her experience includes advising a national power utility on legal and regulatory matters, including telecommunications-related infrastructure initiatives, and preparing and reviewing related documentation and governance arrangements. She has also contributed to national tourism policy work in Jordan, including action-plan development addressing regulatory and institutional design, and preliminary assessments and recommendations on sector-specific institutions focused on site management and human-capital development.
