Biography

Dr. Al-Bashir is the Founder and Senior Partner of IBLAW. He is a pre-eminent legal strategist, reform architect, and international arbitrator with over three decades of leadership across private practice and public service, cross-border legal reform, institutional policy development, and legal-technology initiatives. Under his direction, IBLAW has grown into a leading regional platform for legal innovation and policy advisory. In private practice, Dr. Al-Bashir advises on corporate and commercial matters, including mergers and acquisitions, capital markets and finance, private international law, privatization, and regulatory governance. He has led the development and implementation of wide-ranging trade, economic, and public-sector reform programs, and has extensive experience shaping policy frameworks and regulatory architectures across multiple industries. In arbitration and dispute settlement, Dr. Al-Bashir has served as counsel, presiding arbitrator, and co-arbitrator in dozens of high-profile cases under the ICC, ICSID, PCA, and ad hoc forums. His arbitration portfolio spans infrastructure, BOT contracts, construction, energy, engineering, real estate, finance, and insurance, involving sovereign states, national, and multinational corporations across the MENA region and the UK. In 2021, he was appointed by the Government of Jordan and confirmed by the World Bank’s ICSID as a Member of the Panel of Conciliators. He also serves on the Regulations Committee at the Royal Commission for Al-Ula, and in 2023 was appointed to the committee establishing the Jordanian Arbitration Center. Dr. Al-Bashir was appointed and currently serves as a member of the Court of the Saudi Center for Commercial Arbitration (SCCA). The SCCA is an independent, not-for-profit institution established by Saudi Cabinet Decree to provide world-class alternative dispute resolution services across the region. The SCCA Court, composed of 23 international experts from 17 countries, functions autonomously to decide key administrative matters in SCCA-administered arbitrations, including arbitrator appointments, challenges, and award reviews, in accordance with international best practices and the SCCA Arbitration Rules. On June 2026, Dr. Al-Bashir was included in the Organization of Islamic Cooperation Arbitration Centre (OIC-AC) - Istanbul list of arbitrators. The List of Arbitrators comprises distinguished practitioners, academics, and experts in the fields of international arbitration and dispute resolution. In public office, Dr. Al-Bashir served as Minister of Foreign Affairs, Minister of Justice, Minister of Industry and Trade, Minister of State for Government Performance, and Minister of Prime Ministry Affairs. He chaired the Government’s Legal, Economic, and Public Sector Reform Committees, driving critical legislative and institutional reforms across the justice and economic sectors. In 2010, he was appointed to the Jordanian Senate, and has served on the Economic Policy Council, Judicial Reform Committee, and the Board of Trustees of the King Abdullah II Fund for Development. Regionally, Dr. Al-Bashir has held advisory and board roles, including with the Emirates Center for Strategic Studies and Research, His Majesty King Abudallah II Economic Consultative Council, and the Executive Committee of Kuluna Al- Urdun. He is a recipient of the Jordanian Al Kawkab Medal of the First Order, awarded for his distinguished national service.
